Who are you going to believe, me or your lying eyes? The restaurant clearly does not exclude those people because they are not on the list of people excluded. Hence, one can only assume that those people not on the list would be welcomed and encouraged at Cafe 8 1/2.

Your failure the actively condemn the owners of this cafe for encouraging the likes of Communist supporters to eat at their restaurant says volumes.
