Not all of them, just some. Others are innocent people who were just minding their own business in a dangerous place where their human right to defend themselves legally is denied them by corrupt politicians and political panderers.

Take a page from NYPD under Rudy and implement a broken windows policing policy. Insist the judicial system do their jobs and put the thugs away. Maximum penalty for any gun violations.

Yes, some of these people are in fact innocent but I think you and I would both agree that the vast majority of the people being shot are involved in criminal activity. No increase in guns or changes in gun laws would change that.

A broken window policy wouldn't be 100% a bad idea as long as the cops are properly trained to use good practices when implementing said policy. They cannot get lazy and start racially profiling people. This is often what broken window policies degrade to whenever it is used.
