You may ask, Where was THIS coherent Dubya from 2000 to 2008?

Two possibilities:
1) He no longer has The Penguin aka Cheney the Dick in his ear ala Steve Bannon.
2)ANYONE sounds coherent compared to Agent Orange, who is so bat sh!t crazy, George Bush sounds like George Warshington.
