UEFA Nations League

The 2018–19 UEFA Nations League will be the inaugural season of the UEFA Nations League, a planned international association football competition involving the men's national teams of the 55 member associations of UEFA

The competition, which will be held from September to November 2018 (group stage) and June 2019 (Nations League Finals), will also serve as part of the qualification process for UEFA Euro 2020, awarding berths in the play-offs which will decide four of the twenty-four final tournament slots.

The format and schedule of the UEFA Nations League was formally approved by the UEFA Executive Committee on 4 December 2014. According to the approved format the 55 UEFA national teams will be divided into four divisions (called "Leagues"):
- 12 teams in League A,
- 12 teams in League B,
- 15 teams in League C,
- 16 teams in League D.

For the 2018–19 UEFA Nations League, teams will be divided according to their UEFA national team coefficients after the conclusion of the 2018 FIFA World Cup qualifiers (play-off results will not be included), with the highest-ranked teams playing in League A, etc.

Each division will be divided into four groups of three or four teams, so each team will play four or six matches within their group (using the home-and-away round-robin format), on double match days in September, October and November 2018.

In the top division League A, teams will compete to become the UEFA Nations League champions. The four group winners of League A will qualify for the Nations League Finals, which includes four matches played in knockout format (two semi-finals decided by draw, third place play-off, and the final) in June 2019 at a host country (two venues) to be selected among the four qualified teams, with the winners of the final crowned as the Nations League champions.

Teams will also compete for promotion and relegation to a higher or lower division. In each division, the four group winners (except League A) will be promoted, while the last-placed teams of each group (except League D) will be relegated; however, in League C, due to different sized groups, the three fourth-placed teams and the lowest-ranking third-placed team will be relegated.

Nations Cup Group Allocation
The 54 sides will be split into four groups of varying sizes. It appears from the UEFA site that the top two groups will have 12 teams, the third group will have 14 teams and the bottom group will have 16 teams. The teams will presumably be allocated to those groups based on their positions in the UEFA coefficient table (which is currently used to seed the European Championship qualifiers).
Based on the current rankings, the four divisions would be as follows:

Each group will then be split up into smaller leagues. In Groups 1 and 2, the teams would be split into 4 groups of 3. In Group 3, there will be 2 groups of 3 and 2 groups of 4. In Group 4 there will be 4 groups of 4. UEFA have yet to make it clear exactly how the make-up of these leagues will be decided, but I assume that it will be a simple seeded draw. Initially, the seeding will presumably be based on the UEFA coefficients, but in future tournaments it could instead be based on the league positions in the previous Nations League.
Assuming that is the case, the groups could look something like this:

Nations Cup Tournament
The sides in each group will face each other home and away between September and November 2018. There are six matchdays in total, so the countries in groups of 3 will have two free matchdays in which they can play friendlies against non-European sides (or another European team who are also free).

In order to make it more like a “real life” example, I have simulated outcomes for each individual group with weights based on UEFA coefficients (an imperfect measure, but the best I have). This means that nations with higher coefficients were more likely to win their group, but it left open the possibility of upsets. This is more helpful than simply assuming everything will go by seeding because it allows me to more easily explore the European Championship qualification aspect later.

The pots for the UEFA Nations League 2018/19 League Phase Draw on 24 January in Lausanne have been set. Draw streamed from 12:00CET on 24 January.

League A
Pot 1: Germany, Portugal, Belgium, Spain
Pot 2: France, England, Switzerland, Italy
Pot 3: Poland, Iceland, Croatia, Netherlands

Teams will be split into four groups of three, with the group winners then contesting the UEFA Nations League Finals (semi-finals, third-place match and final) in June 2019 to become the UEFA Nations League winners. One host country will be appointed in December 2018 from among the finalist teams.
The four teams that finish bottom of their groups will be relegated to League B for the 2020 edition.
The top four ranked teams that do not qualify for UEFA EURO 2020 will enter a play-off in March 2020, with one finals place on offer.

League B
Pot 1: Austria, Wales, Russia, Slovakia
Pot 2: Sweden, Ukraine, Republic of Ireland, Bosnia and Herzegovina
Pot 3: Northern Ireland, Denmark, Czech Republic, Turkey

Teams will be split into four groups of three.
Due to a decision of the UEFA Executive Committee, Russia and Ukraine cannot be draw in the same group.
The four group winners are promoted to League A, with the four sides that finish bottom relegated to League C for the next competition to be played in 2020.
The top four ranked teams that do not qualify for UEFA EURO 2020 will enter a play-off in March 2020, with one finals place on offer

League C
Pot 1: Hungary, Romania, Scotland, Slovenia
Pot 2: Greece, Serbia, Albania, Norway
Pot 3: Montenegro, Israel, Bulgaria, Finland
Pot 4: Cyprus, Estonia, Lithuania

Teams will be split into one group of three (containing teams from Pots 1, 2 and 3 only) and three groups of four.
Due to winter venue restrictions, a group can contain a maximum of two of these teams: Norway, Finland, Estonia, Lithuania.
The four group winners are promoted to League B, with the four sides that finish bottom relegated to League D for the 2020 edition.
The top four ranked teams that do not qualify for UEFA EURO 2020 will enter a play-off in March 2020, with one finals place on offer.

League D
Pot 1: Azerbaijan, FYR Macedonia, Belarus, Georgia
Pot 2: Armenia, Latvia, Faroe Islands, Luxembourg
Pot 3: Kazakhstan, Moldova, Liechtenstein, Malta
Pot 4: Andorra, Kosovo, San Marino, Gibraltar

Teams will be split into four groups of four.

The 55 participating teams were split according to their position in the UEFA National Team Coefficient Rankings following the end of the European Qualifiers for the 2018 FIFA World Cup (as per 11 October 2017, play-off results not included).
League A includes the 12 top-ranked teams. The next 12 teams are in League B, the next 15 in League C and the remaining 16 in League D.
The seeding pots were then further determined by the coefficients so each group within each league contains one team from each pot.

To explain a bit about the purpose of the UEFA Nations League (and CONCACAF League of Nations):

1) Replace a large number of international friendlies with a tournament
2) For UEFA, the Nations League will be linked in some degree to the Euros and potentially World Cup qualifying
3) For CONCACAF, the League of Nations will be linked in some degree the Gold Cup and potentially World Cup Qualifying

What I noticed is that the confederations are being quite smart here. They are replacing friendlies with some kind of confederation or World Cup qualifier. I'm not sure how FIFA will score these games for FIFA rankings but I anticipate they will create a new point level which will only increase the world rankings for the better countries in these confederations. Here's what I mean:

A friendly scores a multiplier of 1x
A World Cup or confederation-level (e.g. Euros, Gold Cup, etc.) qualifier scores a multiplier of 2.5x
A Confederations Cup match or confederation-level finals match scores a multiplier of 3x
A World Cup finals match scores a multiplier of 4x

I expect these matches will either be given a 2.5x or, because they are kind of in between, they will be given a 2x.

Essentially, these confederations will replace 1x games with 2x or 2.5x games.

UEFA and CONMEBOL are having a joint tournament to hopefully stop FIFA’s biennial World Cup.
The top six ranked South American teams - Brazil, Argentina, Colombia, Uruguay, Peru and Chile - would join League A of the UEFA Nations League.
The other four - Paraguay, Ecuador, Venezuela and Bolivia - would be added to League B.

The entry of South American sides would increase the number of teams in the two groups from 16 to 22 and 20, respectively, with all the matches reportedly set to be played in Europe to avoid excessive travel.

The revamped Nations League would also represent direct competition to FIFA's plans for a World Cup every two years, a proposal Boniek said would be difficult to implement, adding that he was against the idea of introducing more new events.
