Within the rules, fine, but they'd be a bigger geographic outlier in that proposed conference than UTEP is in our current one and they aren't even that good.
If you're desperate to add one quality basketball program in Murray, I think you're better off adding a pair from within footprint rather than going 500 miles from Norfolk, 700 miles from Huntington and 1,000 miles from Bowling Green/Murfreesboro for very average football in UCONN to offset Murray.
Drop UCONN FB and add FGCU OLY or drop Murray and UCONN FB and add South Alabama.
UCONN would give ODU and Marshall a more regional rival, its the Main/only reason I was thinking like this. Also (if) UCONN did go to the big east, they would be begging someone for an invite

Charlotte and Coastal are both far closer, hell Georgia State and Georgia Southern are both closer to ODU and Marshall, than UCONN is to either if them.
Add Charlotte or Coastal, or somewhere else within footprint that would just shift one more team closer to ODU and Marshall.

In the nine member conference, I'm opting for not doubling up in any state, I chose FAU over FIU due to football in this moment. I opted for GS over GSU by virtue of bringing App and GS as a package.
After those nine pick 1, 3, or 5 of the following:
Charlotte
Coastal
FIU
GSU
Troy
USA
That establishes the western boundary as the Mississippi, but I would also consider Arkansas State, Louisiana and Louisiana Tech, as all three have varying levels of support among the aforementioned fanbases. I would happily include La Tech if we must go beyond the Mississippi, I could be swayed on the other two.
If Ohio had any interest, I'd absolutely have that conversation.
