I know at Duke there's a significant subsidy which is rationalized on the grounds that, even though it's the tail wagging the dog, the success of the athletic programs have a significant effect upon the overall reputation of the university, particularly upon Duke University Healthcare Systems, which is fighting for market share with UNC. Tech doesn't have a med school but it is fighting for appropriations from the Ga. legislature, grants from the feds and donations from alumni.

Not to my knowledge. Athletic fees are part of the tuition bill for every student, though technically those are optional and can be opted out.
