Obama PROMISE Program Riddled with More Problems Than Originally Thought

The program was designed to reduce the number of student arrests by rerouting kids who committed certain criminal offenses at school to alternative educational programs instead of turning them over to law enforcement.

However, the Sun Sentinel discovered it actually allowed students to “engage in an endless loop of violations and second chances, creating a system where kids who commit the same offense for the 10th time may be treated like it's the first.”

In fact, the newspaper found that:

Students can be considered first-time offenders even if they commit the same offenses year after year.

The district's claim of reforming bad behavior is exaggerated.

Lenient discipline has an added PR benefit for the district: lower suspensions, expulsions, and arrests along with rising graduation rates.

Thus, students like Cruz were able to avoid being labeled “repeat offenders” because their permanent records were essentially wiped clean from school year to school year. The nonsensical policy even received backlash from teachers.

“The message out there is that the students are untouchable. Habitual negative behavior means nothing anymore,” one brought up at a faculty meeting.

And it turns out the teachers' concerns were completely called for, as the number of violent incidents at Broward County public schools actually increased every year after 2012.

The school district and Superintendent Robert Runcie have been under fire as of late after initially insisting Cruz did not participate in the “Promise” program.

“Let me reiterate this point,” Runcie said at the time. “Nikolas Cruz, the shooter that was involved in this horrific accident at Marjory Stoneman Douglas, had no connection to the PROMISE program.”

Several weeks later, however, school officials admitted he had indeed been referred to the program.
