As much as I'd love for Boise St to be in the XII, joining the XII would be a sign the conference is on the outs anyway. The only real chance we have of being a power school is either: 1) joining a "best of the rest" conference, or 2) the XII schools all head North or East and the PAC decides to expand with Mountain West schools that includes Boise St. Option #2 is a one-in-a-million chance ("so you're saying there's a chance!"). The most likely route, in my opinion, is option #1.

Even joining a Big 12 on it's last legs would still be an upgrade over the MWC. Even if you're stuck with the dregs it would still be schools like Iowa St, KSU, Baylor, etc plus whoever you decide to invite from the MWC and AAC. Imagine something like this:
Boise St
BYU
Kansas St
TCU
Baylor
Iowa State
Houston
Colorado State
UNM
Wyoming
Air Force
Utah St
I think that works as basically a de facto "best of the rest" conference and would probably retain some sort of recognition as a power conference due to it's continuity with the big 12 and the success of BSU/BYU/Houston
