Neither need each other. Both might want something from the other, but the problem is the value from football and basketball is not anywhere near equal.
Tennessee might like to play Memphis in basketball, but no way do they give Memphis a home and home in football for that. The football dates are way more valuable and playing Memphis in basketball, while maybe interesting regionally would not provide anywhere near the value of loosing a home football game (or replacing a marquee home and home). Memphis could probably get the football game, but would be a one and done or 2 for 1. That's no fault of Memphis, but it is a similar thing with Ohio State-Cincinnati (mostly one and dones, one trip to Cincinnati), Penn State-Temple (2 for 1), etc. There is some interest in those kind of games, but one team makes a lot more from home games and, with so non-conference dates, is rarely willing to give them up. That means the options end up being an unequal deal or to not play at all.
The scheduling limitations out of conference with modern finances is also why you will likely not see Texas-Texas A&M, Kansas-Missouri, Penn State-Pitt, etc ever become every year events again either (it would mean no other out of conference home and homes). The limited football schedule and how much they have monetized games has changed things a lot. In past, those kind of games would have likely gone back to being home and home after hard feelings passed.

Apparently, Vanderbilt wanted their last game a week earlier to increase student attendance. From 1944-2002, UT-Vandy was the season finale.
IMO, the American should get a consistent line-up every Thanksgiving Weekend.

Tennessee and Kentucky was always the year end game I remember. Maybe Tennessee and Memphis can play on Labor Day in the Titans Stadium

Maybe Memphis can play Middle Tennessee Thanksgiving weekend and in basketball?
I feel like the response from Memphis fans will be the same UT fans have for playing Memphis.
