How is Fresno's loss to Minnesota better than Boise's loss to Okie St?

Fresno has no impressive wins and a worse loss than Houston or Boise.

The access bowl slot will go to the first school going down this list in this order:

1-any AAC undefeated champion, if none then...
2-AAC champion has 1 loss, if none then...
3-MWC champion has 1 loss, if none then...
4-App State is SBC champion with 1 loss, if not then...
5-UCF or USF is AAC champion with 2 losses, if not then...
6-Boise State wins MWC with 2 losses, if not then....
7-Any other team wins AAC with 2 losses, if none then..
8-North Texas or Louisiana Tech is CUSA champ with 1 loss, if neither then...
9-Troy is SBC champion with 1 loss, if not then...
10-the chance of reaching this point on the list is 0% but at this point I will say any other champ with 1 loss

I'd put the odds of needing to look beyond #3 at less then 10%

It’s not. But Fresno vs Boise will resolve itself assuming Boise beats Utah St. and Fresno beats SDSU. Right now the AAC leads at the 1/3rd mark with multiple undefeated teams. But if you downgrade Fresno’s ass kicking of the Bruins then you have to downgrade Cinci also.

Except Cincy is 5-0 and Fresno is 3-1. We are comparing losses to losses and Cincinnati has none.

My understanding is this isn't a projection but rather where the Access standings are right now.

With that in mind, the best available guide are the polls, so:

1) UCF
2) Boise
3) USF
