Since the city owns the land and the voters approved Measure G, it seems like a sensible solution to the stadium issue. As for the real estate development in California, if you live in California you will hear constant complaints about politicians selling out to developers. Honestly, is there any place in the country where real estate development is decided by the free market alone?

Appraisals on land like that is a big guess imho. The only way to really know would be put it on the market. The zoning and ability to get the zoning a developer would want would have an impact for sure.
