When your biggest win is over Rutgers, your margin of error is very low. So low that getting shellacked by Army 42-13 will keep you out of the polls.
That Temple win is looking better and better as the year goes on, but Temple was pretty godawful at the beginning of the season. But you're in trouble if you're hanging your hat on a win over at team that lost to an FCS team with a losing record.
I don't know what Buffalo's wins are, but it's a near certainty that Rutgers is no better than their 8th best win (assuming there's a FCS in there).
There's some anti-MAC bias going on. The love affair with Utah State being so high makes it especially baffling.

It really is. I mean there's no doubt that Utah State is a good team. They've looked impressive. They've avoided playing the top MWC schools though (Boise State, Fresno State, Nevada and San Diego State). At least they have Boise State coming up.
Their MWC wins were against:
4-6 Air Force
3-7 UNLV
4-6 Wyoming
3-7 New Mexico
6-5 Hawaii
1-9 San Jose State
None of those teams have any good non-conference wins. Meanwhile the MAC teams UB has faced at least has some good OOC wins / efforts, Eastern Michigan beat Purdue; Akron beat Northwestern and played Iowa State tough; Toledo beat Nevada; Miami (OH) was a 2-pt conversion try away from beating Army; and of course UB beat Temple
Non-conference wins:
3-7 New Mexico State
1-9 FCS Tennessee Tech
5-5 BYU
