Can Somebody, even from the conference, explain the bowl second tier agreement rule?

Can Somebody, even from the conference, explain the bowl second tier agreement rule?
I am exhausted from what seem like posts that sound like this is the field of 64 selection for either baseball or basketball.

There are six sure tie-ins for CUSA.

As I understand it, First Responders or Independence are the seventh and eighth spots, if either ACC or SEC can't fill. Those are iron clad agreements I assume?

Other than that scenario it's hard to see USM in.

Is this correct?
