If we look at the five years of the CFP, the losing team in the B1G championship games have been ranked 11, 4, 6, 3, 21. In the three years where the B1G champ did not make the playoffs, the rankings were 6, 3, and 21.

The CCG loser in the B1G has an overall five-year average ranking of 9. For the ACC, which has always gotten its winner in, the five-year average ranking has been 14.4. For the Big 12, which is 2-0 with its new CCG, the average is 12.
The B1G's problem has not been a weak 'second' division.
The B1G's problem is not having Alabama, not having an 11-1 team whose only loss is to Alabama, and not having ESPN lobby for their conference to put two in the playoffs on the weekly. I'm sure if the B1G decided to strike a deal so that Disney had sole control of BTN, coupled with a high-dollar contract with ESPN, you'd see them making the playoffs more often.

It's true that there can be ties for division champs, but head-to-head usually breaks those. If the two have not payed (like Iowa and Ohio St years ago, there is no clear way. Divisions with round-robin play are the answer.

With no divisions (hardest for ACC/SEC where only 8/13 opponents are played annually) you can still ensure no more than 2 teams finish undefeated and that among 3 teams there will always have been 1 game played (eliminating that team in such a scenario).
