You're right. I forgot they had mentioned some sports are not going to be funded, so they are D1 in name only, and D3 in practice. I haven't seen a list of which sports are getting that treatment, but I assume everything that isn't football or basketball.
Maybe not just football and basketball, because there are D1 minimums on overall scholarships, but that just means they will run the numbers on how many sports need scholarships to hit the minimum. I would not be surprised if putting your non-headcount team sports on partial scholarships would be enough, in which case it might be all of the individual sports on a non-scholarship basis.
Doing it by basic category avoids individual coaches fighting to knock scholarships from another sport so they can have some.

EWU's AD released a statement that strongly implies staying in Division I is contingent on greatly increased fundraising, including "major gifts for facility projects".

Have a cousin attending EWU and there is a rumor that there might be an athletic fee between $500-$700 a year. With 12k students that's roughly $6 to $9 million bucks a year. If I'm EWU I'd sell my soul to any and all sponsorship while thinking outside the box to generate money. EWU is known for being cheap and outside of football not really caring what happens. Hopefully that will change sooner than later.
