RE: What will the 2020 FBS season look like?
It's too early to tell, but - at this rate - it would be a huge shock if the season wasn't impacted on a large scale. It sounds like several schools are already moving towards online learning for Fall registration for classes. The fact remains that college sports will not be played until students are back on campus; and students will not be back on campus until there is a guarantee there won't be another large outbreak of COVID. That remains the biggest hurdle IMO.

Unlike professional leagues, which can at least consider radical alternatives (such as MLB playing Grapefruit/Cactus Leagues, NBA in Vegas, etc.), there really is no alternative for college football due to its size and scope. The NCAA won't allow one conference or one section of the country to play, while telling others not to play. It will be an all-or-nothing scenario.

Ultimately, the college football season will be affected in some way; it just remains to be seen to what extent. As much as colleges/ADs will want college football to return for revenue purposes, it will be impossible to do so without students back on campus.

They said sports may not take place until after Thanksgiving when the hot spots in the country housed many FBS schools. As long as there is no vaccines, any large gatherings will just restart the stay at home. Having just the teams, coaches, cheerleaders and tv crew is still too many people.

It will be canceled. They need every state and local government on board and that’s unlikely, especially California.

RE: What will the 2020 FBS season look like?
Empty stadiums if it goes forward at all, that's pretty straightforward ... it's hanging between a shortened season and being cancelled.

Part of it depends on whether the US gets its act together on testing.

If the US was on the same track as every other industrial nation, there would be a lot more basis for hope that it would be possible to get an eight or nine game season in place. As it stands now, we are only guessing as to where we really stand in terms of cases and deaths from covid19. We know that the current case and death numbers are low due to lack of testing, but we have no idea how low ... due to lack of testing.
