In-state leagues for 2020 only
It seems that many states are willing to open and have students on campus and many other states may be adamantly against doing such a thing. I've been brainstorming and thinking, for those states that are going to open up campuses for the fall why not work out some sort of in-state scheduling agreement for FBS teams (may include a neighboring open state or two if there aren't many FBS schools in that state). Admittedly most P5s likely wouldn't go for this, but if the alternative is no fall sports at all and lost revenue, then it could become an option (and again only for 2020 as 2021 hopefully should return to normal).
I think this would work very well in states Like FL, TX, CA, OH, and NC that all have 6+ FBS schools.
For example a "Florida League" could consist of...

That is 6 opponents each right there... Could potentially add in the state of Georgia (UGA, GT, GS and GSU) as well to get to 9 opponents (10 schools in the scheduling agreement).
This wouldn't be a "conference", but simply would be viewed as independent scheduling (out-of-conference) as the conference schedule isn't likely to take place.
Using the state of Florida once again, lets assume the P5 schools are not on-board with this scheduling agreement but Florida, Georgia and Alabama are all "open-for-business" in the fall, then you could possibly see some G5 scheduling agreement of the following FBS schools...

In this example everyone could play an 8 game "bus league", where everyone has 4 home games and 4 road games. Sure it isn't a full season, but would bring in SOME revenue at least and create some interesting matchups that normally would not occur.
Obviously some serious scheduling agreements would have to take place, and not everyone would be able to make it work, but for some I think it could be possible. Members could even create the 2020 Covid Trophy or something (or give some unique name to the 2020 Sunshine League), etc.
In Texas (which has already announced in fall campuses plan to be open) you could potentially have a 12 team "modern SWC league" consisting of...

Removing P5s, the Texas G5s could pair up with the Louisiana G5s and form the following 2020 scheduling "league" of 11 teams (10 game schedule):

Applying similar strategy to the 9-team "Carolina League":

The MAC could almost play their normal schedule if Ohio and Michigan "open up" with 9 of their members in Ohio and Michigan alone. If one (say Michigan) didn't then possible Ohio (adding in Cincy) plus IN and maybe IL (or Marshall in WV).
You kind of get the idea here though, an independent scheduling agreement within a state (or a few states grouped together) to be able to build a modified fall schedule in states that will allow campuses and sports to resume. Ideally the P5s and G5s coming together, if not, G5s alone could possibly make it work (as ticket sales are more important for G5s given their small TV contracts) compared to the P5s as has been discussed on here already.
