Per the AACs website an annual tie alternates between Hawaii vs. MWC and AF bowl. CUSA was scheduled for Hawaii and the AAC for AF for 2020. Looks like the Big 12 is in AF this year as well per their website (updated 10/30/20).

This doesn't mean that things can't change, just that this year's primary AF bowl ties (set before the pandemic) are supposed to be between the Big 12 and AAC. These should be the ties in 2022 and 2024 as well though it's the Big 12's last pick which may not fill.
