Illinois: If Northwestern is Illinois's rival, that means we suck (and we do).
I want to say Wisconsin, Indiana, and Michigan or Ohio State and this season in men's basketball it's justified. In football, our rivals should be Northwestern, no wait, they're too good for us, our rivals should be MAC teams.

My guess was that both Maryland and Rutgers would want Penn State but not sure if Penn State would want them. If I had to choose between them I'd probably say Maryland. Rutgers is a stupid name. Penn State and Michigan State have ended the season fairly often but they don't border each other like Penn State and Ohio State do and Michigan State isn't the #1 school in their state like Michigan is.

Penn State: Ohio State, Maryland, Rutgers
Ohio State is someone we've played non-stop since joining the conference and is/was our closest school. Maryland and Rutgers are also close and have a long history with prior to our Big Ten membership. They also are located in areas where we like to recruit students and athletes. I also don't want to confuse who I want to play against with who I think are rivals because I wouldn't circle the calendar or have a White Out for Maryland or Rutgers.
Why not Michigan State? I don't care about MSU. They are more annoying than anything. Penn State plays down to Michigan State and blows their chances by either being stupid, MSU having the game of their life, and/or some other funky business going on. For some reason, Penn State and Michigan State has been a pretty even affair but you wouldn't expect it comparing the history of the two programs. Unfortunately for me, that results in annoyance rather than a feeling of a rivalry.
Why not Michigan? As much as I want to beat Michigan every year and I think of us as historic heavyweights, I just wouldn't miss them if either of us left the conference. In a vacuum, if Penn State and/or everyone one else left the conference, I wouldn't want to make Michigan a top priority to play regularly the way I would for Ohio State, Maryland, and Rutgers. For example, if Penn State joined the ACC, Michigan would be replaced with Clemson or Florida State and I wouldn't miss them.

I would miss Michigan. When I was at Penn State there was a season when Penn State and Michigan were both undefeated late in the season and Michigan came to Penn State and destroyed us. Also my hate for Michigan was also from my Illinois undergrad days. They were in the Big Ten what Ohio State is now, the top banana. I went to Illinois during the Fab Five era (I was still in high school when Michigan beat Illinois in the Final Four or I would have really hated Michigan).

At one time we had a good rivalry with BYU (32) but that’s petered out since the old WAC days.
Doesn't BYU get a lot of their players from Hawaii? I would think BYU would want to have Hawaii as a regular opponent
