Not to dissuade you from trying, but the parking deck does have general parking on the upper half of it (use the entrance on the costco side). Also the surface lots beyond the arena (Walmart/Festival/Library direction) are available for general parking.

If you are parking in the garage, just be prepared to wait. You shouldn't have too much trouble finding a spot, but it is a beast to get out of. If that doesn't bother you, then go for it. But if you want to get out of a lot quickly, the parking deck is not recommended.
