The state legislatures or Washington/Oregon aren't going to let OSU and WSU hanging for UO and WU to receive what perhaps amounts to a 10-15% pay raise. You can justify that separation with B1G money. We see that UCLA is already facing problems. You can't justify that legally/financially if you are UO/WU and looking to join nBig12 schools.
Likewise, WVU, BYU, and UCF aren't going to be dropped out of inconvenience for certain PAC schools. There is no 16 team setup that is going to rival the SEC/B1G and provide enough financial justification to just dissolve and leave behind schools with lesser weight (in whatever metric you want to use). That's just not how realignment works.
The only way UO WU are slipping away from their in-state peers is to join the B1G for a 100% pay increase. It's even less inconceivable that east coast nBig12 schools will just be dropped.
What problem is UCLA having?
You mean some rhetoric 2 weeks AFTER?

Even if Newsome is butthurt, UCLA is receiving a 50-75% increase. You can justify that to a board and to your boosters. You can't justify Oregon leaving to join the ranks of ISU and KSU. I mean, those are all great programs and the nBig12 will be fine as it is, but it's not the B1G. Nobody is leaving the PAC to join those schools in a vacuum. Neither would they leave Stanford/Cal behind. It's like Big 12 schools like KU leaving for the ACC if OUT still remained in conference. Little to no financial incentives, cultural similarities, or geographic sensibilities.

Trying to understand why leave them out of the Big12
Because this new league is a western focused league rather than Conference USA concept. There are enough programs on the East Coast who want to move up to form a new east coast league for them
What is this new western focused new league? Any links?

I don't think Big 10 fans in the majority, don't care about the two California schools. They do not fit in the Big 10. Fewer games a year than a bunch of games is more preferable.

RE: Utah President: "Everything is on the table."
22 is just a crap load of schools to try and build a full merger with. What we might be dealing with is:
a Big 12 that wants the PAC 10 to leave behind WSU and OSU to join them (20)
a PAC 10 that wants the Big 12 to leave behind Cincy, WVU, UCF, and Houston to join them (18)
Maybe what they need to do is just agree to merge their tv rights and negotiate jointly with the networks rather than letting the networks put them against each other and try to drive down the price for content.

Utah is surely looking at all its options. I think all schools do that, LOL.
Just like every Big 12 school did after OUT was announced

After the ACC is picked off by the nSEC and nB1G I seriously doubt Cincinnati, Kansas State, UCF, West Virginia will want any part of what’s left of ACC.
