So they founded the MWC in the city where the WAC was headquartered? Weird.

The original WAC was Wyoming, BYU, Utah, Arizona, Arizona State, and New Mexico. They later added CSU and UTEP, and then after the Arizona and Arizona left, they added AFA, San Diego State, and Hawaii, and eventually Fresno State. This was a stable configuration for 20 years. The Mountain West was formed by 7 of the stable 10, minus UTEP, Hawaii, and Fresno State, plus UNLV.

The MWC is the physical successor to the WAC 1.0, even though it is not the legal successor.

It was after the expansion to 16 (4 pods)

Fresno joined in 92 and the MWC starting playing in 99. Hardly a “stable configuration for 20 years”.

This. They're moving from the Denver airport hub to the DFW airport hub. Trips to UTA, Tarleton, ACU, and SFA involve flights to or through DFW. The commissioner and staff may as well be there.

Do y'all think the volleyball team needs to pop in for face time with the associate conference manager for scheduling and marketing on the regular?

It doesn't matter where the central conference hq is.

I probably ought to edit to say "it doesn't matter for the conference, where the conference HQ is." Obviously the staff probably care.

The fun part is that the WAC sued UIW in district court in Colorado because that is where the conference has legal domicile, but no schools, and now they are moving out.

I know nothing about the laws associated with running a conference, but could Texas maybe have some conference-friendly rules, and that's why so many conferences want to be located there? Kinda like Delaware and businesses

I don't know about all of Texas, but in this case it sounds like the city of Arlington is making it worth it (in exchange for adding staff and getting to host some title events).

Denver is at least closer to the center of the conference. Maybe Salt Lake would be better?

If it is about cost, Denver is far more expensive than the DFW area. Cost of living in Denver has skyrocketed and it isn't slowing down anytime soon. SLC would be better, but they same thing occurring in Denver is happening in SLC, just slower.
