To me, this is one of the strongest strength of a program litmus tests. If South Carolina and Arkansas are the medium programs with 75k and 73k average attendance, then any program with numbers better than that should pay for themselves. That essentially leaves:
1.Michigan
2. Penn State
3. Ohio State
11. Nebraska
14. Clemson
15. Notre Dame
17. Wisconsin

Realistic additions below this average are:
21. Florida State 67k
23. Virginia Tech 64k
24. Washington 62k
35. Oregon 54k
41. North Carolina 47k

Florida State's stadium can hold 79,600. In the SEC it would be full. Agree with your assessment that attendance is an indicator of strength.

If we were moving to one super conference the Big 10 schools listed would get us there with FSU and Clemson, and Notre Dame.

But the Big 10 will use expansion to enhance academic associations. The SEC will use it to enhance control of the SE/SW and add profitable schools. Ideally that would be FSU, Clemson, UNC and Va Tech. But to cement UNC somebody might have to take at least Virginia.

I was thinking a Virginia and/or a Duke to cement that area. I see the B1G grabbing Georgia Tech, Miami and, if available, Virginia, North Carolina and Duke. I definitely see the SEC fortifying their region with FSU, Clemson, UNC and a Virginia school.

Big 12 would add any valuable leftovers to strengthen their eastern side. Heck, they could add some western PAC teams to GOR a true coast-to-coast conference. That all depends on the latest PAC tv deal currently being negotiated.
