In many ways yes. We aren’t at the stage when normal, average people have been forced to confront certain truths about this country. Until then, most will continue to lounge in the comfort and solace of the whichever party backed media that tells them all the things they want to hear.
Elon is giving us too much credit. He doesn’t quite grasp the level of thought he’s dealing with in America.
Still see people saying a bunch of things they wouldn't be able to say before Elon's take over. Also if someone leans too hard into censorship I think they will find out pretty quickly that Elon doesn't mind taking their jobs.
Also another thing to consider is that many of the policies apply to monetization. You can say whatever you want. But, if you say something that advertisers might have an issue with you want get ads shown on your stuff. It isn't the shadow banning of yesterday's twitter. You will know if your stuff is getting demonetized.
Free speech is fine, but if you stepped over the lines that actually harms someone else with lies and all that towards violent speech? It is not protected. Some sickos claimed child porn is protected under free speech which is not. It causes harm.

Facebook has the market nearly cornered on both human trafficking and child porn. They leave it up and make their money off it. They watch everything closely enough to take down a conservative post they don’t like within minutes, or a vaccine related post equally fast. Yet they do nothing about other issues.
In 2020 in the U.S., 59% of online recruitment of identified victims in active cases took place on Facebook alone. The report also states that 65% of identified child sex trafficking victims recruited on social media were recruited through Facebook.
