that image you referred to was a bad angle. The first down marker was at the 9 1/2, and the player never got past the 10. For God's sakes, watch the video on youtube or Twitter.

my take, it looks like marker [ref] step back to let sideline judge get good look on the play.
that's ref legs saddling the yellow strip he can't see.
