I've got to admit. They were real restrained with him. Once he started resisting they should have taken him to the ground. It would have been a lot easier to handcuff him.

They should have called some men to handle it and gone back to reading meters.

They could have tackled him. But they couldn't bend his arms behind his back with their arms to cuff him. They didn't have strong enough upper bodies.

He took of running. The 1st woman, overweight as she was, starts to slowly trot after him.

They could have tackled him. But they couldn't bend his arms behind his back with their arms to cuff him. They didn't have strong enough upper bodies.

Not by muscle mass. But they definitely had the overall mass advantage.
