Even if it were to pass, probably doesn't help.
Based on how the NCAA dealt with the University of New Orleans announcing their drop to Division III, then II, then oh wait we want to be Division I, UAB is going to have to field a team in FBS in 2015 or the NCAA will treat them as an FCS and they can't go FBS without an invite from existing conference.
New Orleans was forced to transition back.
Are there any links that give the details of UNO's transitions?

There is a movie idea in that situation about a group of spunky club players rising up to save their program.
I'll write the script. Anyone want a cameo or shout out?

If they move quickly enough, they could sway CUSA to not replace them, leaving them a space in FBS

Forced back? By whom? UNO waffled on D3, then D2, until deciding to stay D1 and is now a member of the Southland Conference. They never really left D1. Unless that's what you mean by "forced back" I am not sure what you are implying.

They had to do a transition where they were ineligble for post-season.

Well, yeah, but that's the rules for any inter-division transition. They had an 11th hour decision to reneg on the move to D2, but were in the process of doing so. The NCAA didn't force them into any division.

Forced them to do the transition process even though they were out a year. Not sure what you are quibbling about. It is instructive as to what the NCAA would do if UAB choose to return.

UAB dropping football after 2016?
Not that UNO had any chance of making the Big Dance during their aborted transition.
UAB presumably has started to fill its new sports on the men's side to remain a Division I member, so UAB's conference affiliation is really in the hands of C-USA. If this gets fixed sooner rather than later, C-USA is at 13 until 2018. If members' 2017 schedules aren't finalized yet, UAB may play a C-USA schedule that year even if they count as an FCS opponent. If they can sign players for 2015, at 25 initial counters per year UAB will be at 85 by 2018. At this point it looks more like redshirting 2016, FCS in 2017, FBS transitional in 2018, and bowl-eligible in 2019
At worst UAB winds up in its former home, the Sun Belt.
The city of Birmingham probably needs resolution on this soon to address the future of Legion Field.

Legion Field and the financial backing of football will be major hurdles/issues for UAB and the city in this fight.

Just reading that was painful. Ray Watts really did a number on UAB athletics. Best of luck Blazers. I think CUSA stays at 13 for the forseeable future so there's a small window to right the ship.

UAB dropping football after 2016?
One thing I thought about after I posted is that the new men's sports means UAB will have to dig deeper into the NCAA's women's sports offerings if football is reinstated. The alternative would be to drop the new men's teams, and even Ray Watts probably doesn't want to go through that again.
Bowling and Rifle would be first up, but UAB still would need about 60 women's scholarships - rowing may be the next addition, and lacrosse or field hockey may have to be next. Old Dominion might like this (they sponsor all three sports), but this is largely useless to the rest of C-USA.
UAB could add Gymnastics just to tweak a few noses in Tuscaloosa.

Women's lacrosse would bring in the demographic UAB could use. But UAB could get in the inaugural SEC women's lacrosse league if it ever starts. UAH just announced men's lacrosse, so the sport is growing in N Alabama.

UAB lacrosse would likely be in the Atlantic Sun, which sponsors women's lacrosse in cooperation with the SoCon. ODU plays there already. The Big East would be a possibility as well since they took in Florida and Vanderbilt, although Detroit Mercy (SoCon) would be a better fit for them.

RE: UAB dropping football after 2016?
It appears Watts has destroyed his credibility and legacy.
UAB undergrad leaders refuse to 'blindly follow the administration' after football controversy
http://www.al.com/news/birmingham/index....cart_river
"On Friday afternoon, Watts announced that a financial firm would be hired to conduct a review of the Carr Sports report. A committee has been formed to select the firm".
This review should have been done prior to the decision to end the the football program and appears to be just damage control.
How divisive is UAB President Ray Watts? Enough to warrant 2 comments of the day

There are no guarantees the Sun Belt will vote to add a non-football member that appears to have no internal control over its athletic fate.
They could well be knocking on the ASun or Big South's door.
