The Quadrangle of Hate are all protected (Minny, Wiscy, Iowa, Nebraska)
The Middle Mediocrity are all protected (Indiana, Purdue, Illinois, NW)
Then you can break down the last six into groups of three: Sparty, Michigan, tOSU are all protected against each other, as are PSU, Rutgers, and Maryland.
So the last step is giving those last six a cross-protection pair, and I think it lines up nicely: Sparty gets Maryland (basketball or something), Penn State gets Ohio State (borders!) and Michigan gets Rutgers because that’s the leftovers and hey it works out great.
As for uneven scheduling – eh, whatever. At least one of OSU/UM/Sparty is likely to emerge every year, and this way you’re still protecting most serious rivalries and still get to play the others every couple years
