It doesn't matter how many teams there are in D1-A. By definition, half of them in any given year are going to be below average.
Look at the rarified atmosphere of the NBA. Far fewer teams than D1-A, each loaded with the very best available talent acquired via an equitable draft, and some of those teams really suck. Does anyone suggest paring down the number of teams in the NBA so the remaining ones can draw from a richer talent pool? It wouldn't change a thing. Half the remaining teams would still be below average, and a few would really stink.

Am I the only one who loves the 1st weekend of March Madness almost more than any other sporting event? For me, it's mostly because of the major upsets. I love it when Florida Gulf Coast, Valpo, or Hampton win, unless it's against my team. Yes, Drexel, I'm looking at you.
Would this idea not wipe that out? Then, a first round upset would be something along the lines of Kansas State over Vanderbilt.

Not necessarily, I could see 4 to 8 teams get invited from the lower division to participate.

This.
No matter how many teams you have, there's always gonna be a "bottom" tier of teams. Just like with conferences. Everybody wants everybody to be awesome but that's just not how things work.
The system is fine the way it is. The selection process is the thing that needs some work as the committee is full of incompetent old geezers who wouldn't know what a basketball was if it hit them in the head.
Bilas just needs to stop thinking the world of basketball revolves around him and that everything he says is "the right way to do it".

You're correct. I think the NCAA generally knows this too so Bilas' outlandishness is really an extreme and unrealistic viewpoint. Ain't gonna happen.

I don't agree with Bilas on much of this article, but I do think that the SWAC or MEAC and 8-10 other conferences shouldn't have to/be forced to compete against the likes of the AAC, ACC, or even the CAA. Those schools shouldn't be forced to play 10 OOC body bag games just to keep their programs afloat. There are literally schools playing in high school sized gyms trying to compete against schools with 20k arenas.
They could cut the bottom 10 conferences from Division 1 (to form their own division) and the NCAA tournament would still be exciting. There would be still be upsets and each division school would have a better chance of winning their respective division championships.
