Flagship?class of the conference? Does that include o-12, because I don't recall Memphis ever doing that in the AAC. We've been probably the most consistently "good football program " in this conference
UH definitely takes that cake.
I think in our conference's short history, we've had some pretty solid programs, but none that is head and shoulders above the rest.
For best overall since the AAC came into being, I think UCF, Houston, Memphis, Navy, and Temple all have a place in the discussion.
It's been a fairly competitive conference.

That's "most consistently good" but I suppose you could add in P5 record, or quality wins, or you could go to average Composite rankings.
For "flagship" you almost have to talk championships and NY6 bowls (so no Navy in that conversation yet), but you can also talk end-of-year rankings, #weeks in the AP/Coaches polls, and CFP Rankings both post-CCG and # weeks.
My message of peace is that it speaks to the strength of the conference overall, top to bottom, that you have six different division winners/tied in the conversation and every one is worth national attention. #AmericanPow6r
