I think they were passed out to students only. Probably, since a lot of Toledo fans moved into the student section right before the game started, then a couple thousand more students showed up during the first quarter, many UT fans were mixed in with the students. Sitting on the opposite side, we generally were enjoying it.
Kazoos used to be popular ( I am old), but these were louder than Kazoos, It did remind me of the Mississippi State Cowbells. I am guessing they were within the rules or the University would not have allowed them to be passed out and the refs would have put a stop to it.

At Toledo a ref is 2 yards from the student section so they could easily take a look. The stands are so far away and behind the away bench that there was no way for a ref to get there hands on one. Candle isn't the guy to make that a big deal besides under his breath to his own family probably.
You can't put in your stadium guidelines, "noise makers prohibited" then hand them out lol. Especially when Ball State took our 3 foot, 1 inch diameter pvc pole and flag... Deleting harmless fandom is stupid in any form. But thats a topic for another day.
The vuvuzelas had a noise maker on the end. That is the problem. Just the collapsible horn takes a certain skill and lip placement to make a good noise. You figure it out after a couple mins of tinkering with the thing. But unless you played trumpet, it's a tough ask to get 100% noise out of the things. What you had was a duck call connected to a horn. I don't think it will be allowed again. Thunder sticks are cheaper... go that route.

We weren't in the student section. Stadium map said those sections were General Admission/Student Section (who thought it was a good idea to mix GA/visiting fans/students in the same sections??).
But I was sitting over there and those didn't really bother me too much. They were just a dull sound. If they were high pitch or screechy - like that Kent St basketball fan - that would have been a whole other story.

Per updated NCAA rules (2021) for football: "Artificial crowd noise, by conference policy or mutual consent of the
institutions, is allowed. The noise level must be consistent throughout the game for both teams. However, all current rules remain in effect dealing with bands, music and other sounds. When the snap is imminent, the band/music must stop playing. As with all administrative rules, the referee may stop the game and direct game management to adjust."
Thundersticks are banned in MBB. It says "all current rules" so IDK about football. But haven't seen them around anymore. Anyone know why?
