Actually meningitis is much easier to get than other things. The contact doesn't have to be sexual or even bodily. It can spread like the flu.

Because unless this is some odd strain, there's really little gestation in meningitis. So, unlike HIV, it can't spread for a while before it appears. Usually persons infected with meningitis get too sick too quickly for these outbreaks to really get out of control.
You'll note in my first response to this issue, I do note that there are problems in the community that bear watching. And Southern California is the epicenter of where these problems are (advocacy/tolerance of extremely poor health choices such as unsafe sex and narcotics usage).
I fully expect to see a health scare coming out of Southern California. This isn't it.

We've learned through experience not to rely on the public health authorities for the safety of our community.
The outbreak is troubling. But outside of any evidence that this is tied from a medical sense to close contact with HIV positive persons, I'm not really buying the article the way you are.
My guess is that while the outbreak was concentrated in HIV positive persons was that it was related to factors outside of their serostatus, such as hanging out with cracked out Truvada whores who aren't using protection to have sex and having sex with too many people in an environment where safer sex practices have been jettisoned (which is a growing problem in our community - but one that impacts a small segment of the overall community). Which is what I strongly suspect was the case here. But the public health folks are too stupid or too afraid to say so. Which is wrong.
The implications of the public health statement as you interpret it is that there is now an AIRBOURNE transmittable deadly disease that is transmitted with a greater ferocity by persons simply by virtue of their HIV positive status. I don't see that. And that would be extremely troubling for everyone if that were the case. It would also imply a mutation of HIV and Meningitis.
I think the absence of any new cases reported beyond those already identified lends credence to the implication that this outbreak was more related to environmental factors other than the fact that the person was HIV positive.
