Conmebol and UEFA probably do.
Agree that CONMEBOL probably deserves more but if there are 16 more spots in the World Cup, CONCACAF deserves some spots, especially more than OFC, CAF (Africa) or AFC (Asia)
In the last 4 World Cups combined,
UEFA had 55 teams qualify and 31 reached the knockout round
CONMEBOL had 20 teams qualify and 15 reached the knockout round
CONCACAF had 14 teams qualify and 8 reached the knockout round
CAF had 21 teams qualify and 5 reached the knockout round
AFC had 16 teams qualify and 4 reached the knockout round
OFC had 2 teams qualify and 1 reached the knockout round (Australia who is now in AFC)
CAF and AFC don't fare very well advancing out of the group stage despite numerous entrants. CONCACAF, CONMEBOL, and UEFA all have averaged at least 50% of their teams moving on to the knockout rounds.
CONMEBOL probably deserves extra teams first (though there are only 10 teams in the confederation so can only increase by so many), the UEFA slightly and CONCACAF before CAF and AFC. If at 48, I guess OFC deserves 1.
