University of New Orleans is a public institution that was founded in 1958. It has a total undergraduate enrollment of 6,508 (fall 2021), its setting is urban, and the campus size is 195 acres. It utilizes a semester-based academic calendar.

I had USN classifications in mind, but wasn't interested in whether Lake Ponchartrain is a 10- or 20-minute drive from downtown. My observation is simply that college marching bands as we know them are very 'Big Ten' in origin. That's the campus environment and student life that produced them.
Marching bands of this kind can be tough to maintain where schools serve higher percentages of commuting students, students with jobs, students enrolled part-time, students with families. University leaders do well to consider things like this before launching into extended commitments. If you're going to end up paying students to play just to have a band at all—on top of supplying instruments, uniforms, and faculty—wouldn't you rather have a great group of 10-15 rather than a big, sloppy group of 100?
Some communities have their own traditions and here New Orleans is blessed. Think of those great jazz bands that double as gospel and 'second line' bands in New Orleans funeral parades. That's an exciting tradition. It's been hugely influential in American culture—and for UNO it's there for the taking.

Yeah .. as I understand it, the location for the proposed UNO football stadium, which will be on-campus, is about six mlles from the Superdome.
That's pretty darn "in the city of New Orleans" to me. Urban as I reckon it.
As for music, as you say, NOLA has a blessed tradition.

I've been meaning to add my two cents to this. I think it would be a good thing for UNO to add football. First, it helps stabilize the Southland in football. Second, it provides a new rival for Southeastern Louisiana in football. Third, players in the metro area who want to stay in the metro area and play college football have another option. Fourth, the school can use the program to recruit future students.
I don't get why there are those who think this is a bad idea. Louisiana is very much like Texas, Florida, and the rest of the South. Football is king, and successful programs usually draw lots of fans every single game.
