Are you coming from Harrisonburg? Or Northern Virginia/Richmond?
If it's Harrisonburg, then definitely 81 to 78. Once you get about 10-20 miles from the City, the trick is going to be deciding between:
1) Taking the Holland Tunnel, running across Canal Street then jumping on the Manhattan Bridge to Brooklyn
2) Getting off 78, taking NJ Turnpike a few Miles South and then going Goethals Bridge to Staten Island Expressway to Verrazzano Bridge to BQE (278) to Barclays. Option 2 is more miles and one extra toll (like $6 if you have EZPASS), but could be worth it if there's like a 60-120 minute delay to get into the Holland Tunnel.
My best advice is to ask your GPS which route is better right before you have to make that decision. It's no use asking the GPS an hour or two prior because traffic conditions change so fast. If you're coming from Northern/Virginia or Richmond, etc, then your better bet is 95 to NJ turnpike to Staten Island to Verrazzano to BQE (278 East)
